Fighting for Transparency and Accountability
When he became a Councilman, Pat saw a problem: the public was often left in the dark when it came to key legislative decisions. Amendments weren’t posted before votes, testimony moved too quickly, and there was little room for real discussion. That’s why he introduced Resolution 6-24, a game-changing reform that makes the legislative process more transparent and accessible. Now, amendments must be posted in advance, public engagement is a priority, and every piece of legislation gets the thoughtful discussion it deserves. With these changes, Pat is ensuring that local government works for the people, with the people.
Revitilazing West Baltimore County
Pat recognized the need for real investment in West Baltimore County—an area rich with potential that has long been overlooked. To change that, he championed the creation of the West Baltimore County Redevelopment Authority (WBCRA) and introduced Bill 40-23, establishing a dedicated platform to drive economic development, attract new businesses, and enhance local infrastructure. Through the WBCRA, Pat is ensuring that revitalization efforts are community-driven, strategic, and built to last, giving residents and businesses the resources they need to grow and succeed.

A Champion for Veterans & Their Families
As a U.S. Marine Corps veteran who served two combat tours in Iraq, Councilman Pat Young has dedicated his career to advocating for those who served. From his time as House Chair of the Maryland Veterans Caucus to his role on the Maryland Veterans Commission, Pat has fought for policies that support veterans and their families. In the Maryland General Assembly, he sponsored key legislation, including House Bill 593 (2020) to expand scholarship opportunities for veterans and their families and House Bill 506 (2020) to secure in-state tuition for military spouses and dependents. Pat’s leadership ensures that veterans receive the resources, support, and opportunities they deserve.
Fighting for Workers' Rights
Pat has been a strong advocate for expanding collective bargaining rights across Maryland. As a Delegate, he sponsored key legislation, including House Bill 239 (2017) to grant rights to Maryland Environmental Service employees, House Bill 1134 (2020) to establish bargaining rights for court employees, and House Bill 775 (2020) to support faculty at Baltimore City Community College. He also played a pivotal role in securing bargaining rights for Maryland Transit Administration police sergeants, successfully overriding a gubernatorial veto. Pat’s leadership has strengthened workplace protections and ensured fair representation for public employees.
